IPTV can work over any network that can offer reliable IP delivery.
We regularly suggest Ethernet Connections (device hardware) for optimal resolution.
When dealing with wireless bandwidth is always more restricted, so the network needs to support multicast and still have enough bandwidth for on-demand and other services. The new LTE Broadcast standards would be the only thing I recommend for wireless IPTV.
